JOB SUMMARY:

 

The Civil Engineering Team Lead provides technical leadership and assurance across civil engineering activities, supporting the safe, reliable, and compliant delivery of facilities and infrastructure within an industrial operating environment. The role is responsible for supervising civil design and construction activities, approving maintenance strategies and procedures, supporting Minor Modifications and Management of Change processes, and ensuring risks are identified and mitigated through sound engineering practices. The position requires strong knowledge of civil construction, asset integrity, and the application of applicable industry standards, local regulations, and company engineering practices.

 

 

JOB DUTIES

 

•          Provide overall leadership, management, and technical governance of the Civil Engineering discipline, ensuring alignment with organizational objectives, asset integrity requirements, and project execution strategies.

•          Report to the Engineering Director, operating under his strategic direction while retaining full accountability for civil engineering deliverables.

•          Lead, mentor, and manage Civil Engineers and supporting staff, including performance management, competency development, and succession planning.

•          Lead and oversee civil and structural engineering designs, ensuring compliance with project specifications, codes, and standards. Direct and supervise civil construction activities, including foundations, earthworks, drainage, tanks, berms, and structural frameworks, ensuring safe, high-quality execution.

•          Provide technical guidance on structural requirements, including load calculations, reinforcement detailing, material selection, and constructability assessments. Review and approve structural drawings, shop drawings, and calculations, ensuring designs are optimized for performance, safety, and durability.

•          Coordinate with multidisciplinary engineering teams, contractors, and clients to integrate civil and structural solutions across projects.

•          Establish discipline priorities, plan and allocate resources, and ensure effective workload management across operations, maintenance, Management of Change (MOC), and capital projects.

•          Act as the technical authority for civil and structural engineering, including maintenance strategies, repair methodologies, structural integrity assessments, and modification solutions.

•          Approve civil engineering strategies, standards, specifications, procedures, and deliverables, ensuring consistent application of applicable codes, standards, Engineering Technical Practices (ETPs), and regulatory requirements.

•          Provide expert technical support for troubleshooting, operational challenges, and resolution of complex civil and structural issues.

•          Lead investigation process to determine failures, safety incidents, or performance problems.

•          Support site maintenance teams with specialist civil engineering input, including spare parts definition, spares optimization, and lifecycle asset management initiatives.

•          Review and approve civil maintenance, repair, and operating procedures.

•          Lead civil engineering input for MOC, minor modifications, and capital projects from concept development through execution and close-out.

•          Review Scopes of Work (SOW), technical requisitions, engineering calculations, drawings, and construction documentation.

•          Provide technical leadership during tendering, including bid evaluations and contractor selection.

•          Coordinate closely with project managers, construction managers, clients, contractors, and detailed engineering offices to ensure integrated project execution.

•          Ensure civil works are executed in compliance with approved designs, specifications, cost, schedule, and quality requirements.

•          Oversee and supervise contractor-executed civil works on site, including review and approval of Method Statements (MS), Inspection & Test Plans (ITP), shop drawings, certificates, and quality documentation.

•          Monitor construction progress, productivity, quality, costs, and contractor performance against approved baselines, schedules, and work plans.

•          Support project and construction management in developing construction schedules, resource forecasts, and execution strategies.

•          Maintain accurate records of quantities, labor, materials, costs, and performance metrics.

•          Prepare and review progress reports, technical assessments, NCRs, surveillance reports, and provide clear technical recommendations to management.

•          Ensure all civil engineering and construction activities comply with HSE requirements, company policies, and applicable local legislation.

•          Promote a strong safety culture, lead safety monitoring and inspections, and ensure prompt reporting, investigation, and corrective action for incidents and unsafe conditions.

•          Ensure compliance with local authority and regulatory requirements, including Azerbaijan legislation.

•          Prepare and review civil engineering documentation for regulatory submissions, including Ministry of Emergency Situations (MES) approvals.

•          Lead preparation and review of engineering documentation such as MOC packages, Work Description Requests (WDRs), design drawings, calculations, technical justifications, and shop drawings for site implementation.

•          Accountable for technical integrity, safety, quality, and timely delivery of civil engineering activities.

•          Responsible for ensuring engineering decisions are made within professional competence and ethical standards.

•          Ensure the safety, health, and welfare of personnel involved in civil engineering and construction activities.

•          Uphold professional, ethical, and legal standards to protect organizational and professional reputation.

 

REQUIREMENTS

 

EXPERIENCE:

 

·       Minimum 7–10 years of progressive experience in civil engineering, preferably within industrial, infrastructure, or plant environments.

·       Proven exposure to civil construction, structural design, maintenance, and operational interfaces.

·       At least 3–5 years of team leadership or supervisory experience, including managing civil engineering teams, coordinating contractors, and overseeing multi-discipline projects.

·       Demonstrated experience in reviewing and approving structural designs, ensuring compliance with codes and standards, and supervising execution of civil works in accordance with safety, quality, and regulatory requirements.

·       Strong track record of planning, scheduling, and monitoring civil engineering activities across projects or operational sites.

 

LANGUAGE SKILLS:

 

·       Advanced knowledge of Azeri and English

·       Knowledge of Russian is preferable

 

 

TECHNICAL SKILLS:

 

·       Extensive experience in civil and structural engineering within oil & gas or heavy industrial environments.

·       Strong expertise in foundations, structural steel and concrete, earthworks, tanks, berms, and equipment support structures.

·       Proven capability in construction supervision, contractor management, and quality control.

·       In-depth knowledge of international engineering standards and local regulatory requirements.

·       Proficiency in civil/structural engineering design and analysis software.

·       Strong understanding of asset lifecycle management and operational interfaces.

 

EQUPMENT SKILLS:

 

·       Advanced knowledge of Microsoft Office Applications & AutoCAD

·       Good knowledge of SAP
